第二次世界大战期间和战后几年,日本森林遭到了较大的破坏。战后,全国森林面积约为2,300多万公顷,森林蓄积量约为17亿立方米。他们采取了多种措施,使森林较快地恢复和发展起来,并做到了越采越多越采越好。据统计,1946年到1960年全国共采伐立木蓄积22.5亿立方米。1981年森林资源普查,全国共有森林面积2.528万公顷,森林总蓄积量24.8亿立方米。也就是说战后到1981年,日本森林面积增加9.9%,森林蓄积量增加46%。日本规划到2016年,森林面积达到2.472万公顷,森林总蓄积量达到33亿立方米。日本为什么能够做到森林越采越多,越采越好呢?因素较多,但主要有以下几个方面。
