中共中央、国务院在《关于加速科学技术进步的决定》中指出,“在当前一个时期,基础性研究要把国家目标放在重要位置,把为国民经济和社会发展提供动力作为中心任务,重点解决未来经济和社会发展的基础和技术问题,创立新的技术和方法”。这里,说的是一个问题,也就是说,强调在当前的基础性研究中要把国家目标放在重要位置和强调创新性,为的是一个目的:这就是,把为国民经济和社会发展提供动力作为中心任务。 就这样一个十分重要的问题和这样一个目的,我说几点体会。
