The values of human rights include per capita “the right to participate in State governance, directly or through freely chosen representatives” and the protection of freedom of conscience and expression of freedom, which are necessary for the realization of this political right. Moreover, the human rights document states that “the will of the people ... should be expressed through regular and genuine elections, with universal, equal voting rights, or an equally free electoral process.” From the premise, the values of the state system are the preconditions for setting the international community apart from the territory and on the basis of a politically independent state organization. The international legal system has drawn a series of principles that aim at avoiding international conflicts and promoting friendly relations.
