2006年以来,辽宁省传销活动一直十分猖獗,连续几年被列为全国传销重点整台地区,高峰时保守估算有17万余人参与传销。2008年初,按照国家工商总局的要求,在全省范围内开展了创建无传销社区(村)活动,运行一年收到了良好的效果。2009年,会同省综治办、省公安厅把创建无传销活动提升到县(市、区)层面,进一步激发了县(市、区)打击传销工作活力,打击传销工作成效更加明显。在主客观条件基本具备的基础上,2011年,适时组织在更高层面上开展了创建无传销市活动。创建无传销市活动的开展,激发了各市政府打击传销工作的热情,各市都从快制定了创建无传销市的工作方案,强化了对打击传销工作的组织领导,掀起了空前的打击传销高潮。2012年的考评认定结果已经过省政府比准,14个市全都进入了无传销市的行列。
Since 2006, pyramid selling activities in Liaoning Province has been very rampant, for several years been listed as the focus of the national MLM whole area, a conservative estimate of the peak more than 170,000 people involved in MLM. In early 2008, in accordance with the requirements of the State Administration for Industry and Commerce, a campaign to create a community without pyramid sales (village) was launched throughout the province and received good results in one year of operation. In 2009, together with the Provincial Comprehensive Management Office and Provincial Public Security Bureau, the campaign to create MLM was promoted to counties (cities and districts), further stimulating the vitality of MLM work in counties (cities and districts) and cracking down on MLM work. On the basis of the basic conditions of subjective and objective conditions, in 2011, timely organization organized the establishment of MLM-free activities at a higher level. The campaign to create a MLM-free city has stimulated the enthusiasm of municipalities in cracking down MLM work. Cities and municipalities have quickly formulated a work program for creating MLM-free cities, intensified their organizational leadership in cracking down on MLM work and set off an unprecedented climax in cracking down on pyramid selling. Assessment results in 2012 have been provincial government benchmarking, 14 cities all have entered the ranks of MLM market.
