最近,我们在下基层调查中,发现基层纪检干部队伍素质普遍偏低。在调查的21个建制营的76名基层纪检干部中,有31人业务知识缺乏或业务工作不熟。其中理论水平低、纪检工作基本知识和党的有关政策规定了解较少的16人;不善于协助基层党支部搞好党性党风党纪教育的9人;不会查处违纪问题,不会写情况汇报、调查报告、处分决定等纪检公文的8人。基层纪检干部队伍素质普遍偏低的原因是多方面的,既有客观原因,又有主观原因。从客观原因看,主要有以下几点:一是调换频繁;二是培养不够;三
