In February 1950, Liang Sicheng and Chen Zhaoxiang jointly put forward the “Proposal on the Location of the Administrative Center of the Central People’s Government.” In the past, it was called “Liang Chen Plan,” and they all embraced the wisdom, passion and energy accumulated in their lives in this “beam Chen program ”in. This is a painstaking effort by two Chinese architects with a complete system of Western education and a blueprint for their future dedication to the ancient capital of Beijing. Birth of “Liang Chen Plan” In December 1949, the mayor of Nie Rongzhen chaired an urban planning meeting at the Beijing Municipal Government Office Building at the 6th West Chang’an Avenue.
