今年是《招标投标法》颁布5周年。《招标投标法》颁布实施以来，有力地推动了投资体制改革，对规范市场秩序，节约 项目投资发挥了积极的作用。但是，招投标同时又成为腐败的高发区，招投标既是遏制腐败的重要措施，但又容易引发集中腐 败。究其根本原因，在于招投标的制度缺失和监管缺失。毫无疑问，法律的健全和有效的施行是保证招投标良性发展的防火墙。 鉴于此，10月22日，《法人》杂志社、北京律师协会招投标委员会在法制日报社联合举办招投标监管问题法律论坛，旨在通过 本次论坛，促进招投标领域的健康发展。本次论坛吸引了众多专家学者和北京市各律师所的律师参加。
This year is the fifth anniversary of the “Tendering and Bidding Law.” Since the promulgation and implementation of the Tendering and Bidding Law, the reform of the investment system has been vigorously promoted, playing an active role in regulating market order and saving project investment. However, bidding at the same time has become a high incidence of corruption, bidding is not only an important measure to curb corruption, but easily lead to concentrated corruption. There is no doubt that the sound and effective implementation of the law is to ensure the sound development of bidding a firewall. In view of this, on October 22, “Legal Person” magazine and Beijing Bar Association Bidding Committee jointly organized the Legal Forum on Tendering and Supervision in the Legal Daily to promote the healthy development of bidding and bidding through this forum. This forum has attracted many experts and scholars and lawyers from various law firms in Beijing to attend.
