从1996年至今,郑州市先后建成了一批由国家、省、市、县(市)共同投资的高标准节水灌溉示范项目。为了克服重建轻管的思想,保证项目区长期正常发挥效益,实现工程良性循环,各级领导都非常重视项目区的管理问题。我市所建工程从建成之日起就纳入了正常管理轨道。各县(市)根据当地实际情况,先后出台了一系列新的管理政策,大胆创新,冲破以往旧的农田水利工程灌溉管理模式,初步探索出一些适应现代节水农业的管理模式,并取得了良好的社会效益和经济效益。
