经中央全面深化改革领导小组审议通过的《关于完善人民法院司法责任制的若干意见》已经公布实施。这是人民法院历史上第一部系统规定法官审判责任及追究办法的规范性文件。这也是继实施法官员额制改革以来,中央有序推出的又一项重大司法改革措施。这项改革因其涉及法官权力边界的划分和越界责任的担当,注定要受到全体法官的关注与关切。这项改革的推进实施,标志着法官“权力与制约并行,责任与保障并重”新时代即将到来。我们对此表示由衷的祝贺,并向担子更重、责任更大的 Several Opinions on Improving the Judicial Responsibility System of People’s Courts, which were reviewed and approved by the leading group for deepening the reform by the Central Government, have been promulgated and implemented. This is the first system in the history of the People’s Court that stipulates the system of judges’ responsibility of trial and the normative documents to be investigated. This is also another major judicial reform measure that the central authorities have ordered since the implementation of the reform of the post-judge system. This reform is doomed to receive the attention and concern of all the judges because of its involvement in the division of the judge’s power boundaries and the transgression of responsibilities. The implementation of this reform marks the forthcoming arrival of a judge, “parallel power and restraint, and equal responsibility and guarantee.” We hereby express our heart-felt congratulation on it and give it greater responsibility and greater responsibility
