针对2009年4月新出台的《山东省公共图书馆管理办法》,分析其法条内容,指出其区别于先前颁布的八部地方性图书馆立法的新特点,同时指出《办法》中存在的问题,包括法律效力的问题、法律协调问题、法条模糊问题和法条细化的问题。最后,统观目前生效的九部地方性图书馆立法,得出未来地方性图书馆立法的五大趋势:标准化、数字化、服务人性化、指标化和资源共享、馆际协作化。
In light of the new Administrative Measures on Public Libraries in Shandong Province issued in April 2009, the article analyzes the content of its legal provisions, points out its new features different from those previously promulgated in the eight local libraries, and points out the existence of Problems, including the issue of legal validity, the issue of legal coordination, the law of fuzzy issues and the law of refinement. Finally, the author summarizes the five major local library legislation which are currently in effect and draws five major trends in the legislation of the future local libraries: standardization, digitization, service humanization, indexization and resource sharing, and inter-library collaboration.
