当前,我国正处于快速的社会转型进程中,社会改革和社会建设面临诸多挑战。其中,拓宽就业渠道,维护社会稳定,增进社会民主,推动社会自治,扩大社会认同,正成为全社会共同关注的热点问题。从国外发展经验看,发挥社会组织作用是破解这些难题的重要手段和必由之路。受诸多历史现实因素影响,我国社会组织的作用功能明显弱化。当前我国政府一项重要而迫切的任务,就是加快社会管理体制改革,不断拓展社会组织的发展空间,为经济社会全面协调发展注入新的活力。加快建立新型政社合作关系当今社会发展的一个趋势是社会管理重心下移、社会服务重心前移。加快转变政府职能,发挥社会组织作用,推进政社合作互动,建立新型政社合作关系,就成为我国社会管理体制改革的一个重要任务。
