自从中国入世,中国纺织工业呈现出前所未有的活力,中国纺织产业更期盼着后配额时代这一天的到来,在多年为配额禁锢的欧美市场一显身手。然而,在配额制度最后一座堡垒——纺织品配额即将被消除的时刻,围绕后配额时代的纺织品贸易在全球掀起了一场喧然大波,那些多年被配额制度保护不愿放弃切身利益的国家、以及中国纺织产业的竞争对手们,正千方百计地阻碍配额取消这一时刻的到来。让中国纺织企业始料不及的是,中国纺织品成了这一矛头下的″替罪羊″。
