记得在1945年大选后的不久,我问过一个“不问政治”的退伍军人为什么他要投工党的票。他说:“我赞成贝佛立琪和他的那一套办法。”在大战期间搞出来的那一套贝佛立琪社会保险计划,造成了巨大的影响。倒并不是因为那个计划本身已尽善尽美,而是因为那个计划的目的中包含着人们热切地需要的两样东西——“免于匮乏的自由”和“安全”。在1945年,人们刚才从长期的战争破坏中摆脱出来,他们还清清楚楚地记得30年代失业的苦况,他们所以支持工党,就是希望同过去彻底决裂。
I remember shortly after the 1945 election, I asked a veteran who “does not ask politics” why he wants to vote for the Labor Party. He said: “I agree with Beverly and his approach.” That Beverly social insurance plan, made during the war, had a huge impact. It is not because the plan itself is perfect, but because the purpose of the plan includes two things people are eagerly asking for - freedom from want and security. In 1945, people just escaped from the long-term destruction of war. They also clearly remember the hardships of unemployment in the 1930s. Therefore, they supported the Labor Party in the hope of a complete break with the past.
