有人说2010年的维基解密披露事件标志着“冷战时期意义上旧式机密的结束”。这种说法是不对的。维基解密的支持者夸大了泄密的规模和重要性。他们也忽视了彻底信息透明的简单逻辑——解密之后公开,接下来等待目标群体势必爆发的震怒——在现实生活中会遭受多方面的挫败。维基解密只是创造了一个信息透明时代已经来临的假象。事实上,2010年的解密事件表明,即便在数字时代,要实现更大程度上的透明也会遭遇很多的障碍。对实践工作者的启示一些评论者将2010年的维基解密披露事件视为控制政府所有信息的传统机制在更大范围上溃败的证据。新世界被描述为一个“信息彻底透明”的世界。但是,诸如此类旧式机密失败的言论太言过其实。本文认为维基解密披露事件的重要性被夸大,并给出了要实现彻底的信息透明——尤其是在政府的安全部门——将会更加困难的原因。
Some people say that the 2010 WikiLeaks disclosure signaled “the end of old-style secrets in the sense of the Cold War era.” This is not correct. Proponents of WikiLeaks overstate the size and significance of leaks. They also ignore the simple logic of complete information transparency - the publicity after decryption, and the subsequent waiting for the outburst of the target group - will suffer in many aspects from frustration in real life. WikiLeaks only created the illusion that an era of information transparency has arrived. In fact, the 2010 decryption event shows that there are many obstacles to greater transparency even in the digital age. Implications for Practicing Workers Some commenters viewed the 2010 WikiLeaks disclosure as evidence of a broader rout of the traditional mechanisms for controlling all government information. The New World is described as a world of “complete and transparent information.” However, such old-style secrets fail to speak too exaggerated. This article argues that the importance of the WikiLeaks disclosure is overstated and gives the reasons why it will be more difficult to achieve a complete transparency of information - especially in the government security sector.
