一、推进事业单位人事制度改革是当前的一项紧迫任务 日前,人事部《关于在事业单位试行人员聘用制度的意见》,标志着酝酿数年之久的事业单位改革悄然启动。我国事业单位约有2800万职工,它包括教育、科研、医疗卫生等部门,是我国各类人才的荟萃之地。在事业单位试行人员聘用制度是一项重大制度创新,它将使事业单位职工由身份管理向岗位管理转变,由行政任用关系向平等协商的聘用关系转变,事业单位通过签订聘用合同,按照公开、平等、竞争、择优的原则,建立“设岗选人”的新型用人制度。
