中央经济工作会议提出,要按照十六届三中全会要求,有重点、有步骤地深化改革;要善于运用全球眼光,统筹国内发展和对外开放,会议还确定了明年发展和改革的主要任务和工作重点,并对深化改革、扩大开放做出了新部署。这对于全国上下同心协力,锐意改革,努力实现国民经济全面协调可持续发展具有重要的指导意义。 以完善社会主义市场经济体制为目标,加快推进各方面改革是顺应国际国内形势发展、解决当前经济社会发展中存在的突出矛盾的现实选择,也是实现全面建设小康社会目标的可靠保证。推动今后改革与发展的重要原则和思路是:统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放的要求,更大程度地发挥市场在资源配置中的基础性作用,增强企业活力和竞争力,健全国家宏观调控,完善政府社会管理和公共服务职能。
