九十年代是我国实现第二步战略目标的关键时期,外向型经济作为我市经济发展的战略重点,必须加快发展,争取大的突破。下一步我市总体战略是:以发展外向型经济为重点,以办好6平方公里的经济技术开发区、10个外商投资小区和2个旅游区为基本框架,以乡镇企业利用外资、老企业嫁接、房地产开发、第三产业和创汇农业为主要内容,全面起动,逐步形成一个各有侧重、优势互补、合力并进的经济和对外开放新格局。主要目标是:到“八五”末,全市工农业总产值达到100亿元,在今年全市外贸出口收购总值突破5亿元的基础上,到1995年突破10亿元;今年合同利用外资额突破2000万美元,到“八五”末累
