高新技术产业化,科研成果转化为现实生产力,其意义随着时间的推延,将会日益显露出来。推进高新技术产业代,需要观念更新,体制创新,人才集结,也需要足够的奖金投入。据资料分析,科学研究和成果转化阶段需要资金投入的比例大致为1:10,而我国,由于长期重科学研究,轻成果转化,这个比例仅为1:0.1,资金配置的倒置十分严重。由于高新技术产业投融资机制不健全,大量科技成果不能迅速转化为现实生产力,每年能推广,产生规模较盖的科技成果、专利项目只有15％左右,造成科技资源的极大浪费,严重阻碍了我国科技、经济的发展和综合国力的提高。
