一、对外开放的基本战略及其步骤 晋城市位于晋东南,全市辖高平、阳城、沁水、陵川四县和城、郊两区,121个乡镇,总面积9491平方公里,总人口194万,是全国化肥原料煤的重要生产基地和山西能源重化工基地的重要组成部分。在改革开放的大潮中,如何抓住有利时机,扬长避短,发挥优势闯出一条具有内陆特色的“开放兴市”的路子来,是摆在我们面前的一项十分重大而又紧迫的任务。为此,我市实施对外开放的战略重点放在以下几个方面:
I.
