军队不经商、全部吃“皇粮”以后,军需经费供应管理遇到了许多新的矛盾和问题,突出的有四个方面:一是“皇粮”标准虽然有了较大幅度的提高,但与部队实际需要仍有一定的差距,经费缺口较大;二是标准经费的投向投量明确,必须及时足额到位,不能重新组合,难以集中财力办大事;三是由于不经商,机动财力逐渐减少,解决部队实际问题的能力减弱;四是部队从“标准加补助”观念到“标准加管理”观念转变的思想准备以及物力、财力的准备还不充分,急需指导和支持。针对这些问题,南京军区军需部不断探索和完善不经商条件下的军需业务经费供应保障路子,为搞好军需保障工作创造了良好的条件。 After the army did not conduct any business and all the “imperial grain” was eaten, there were many new contradictions and problems encountered in the supply management of military funds.
