政府投资监管中的一项重要内容就是提高透明度,动员社会力量加强外部监督。政府投资透明度可以从投资决策透明度、实施透明度和监管透明度等三个维度来刻画,有关部门应该向社会公众披露便于了解政府投资项目全过程的关键信息。构建政府投资透明度评价指标体系便于有关部门考核政府投资项目的信息公开情况。此外,培育良好的制度环境,也是提高政府投资透明度的关键因素,如完善政府投资信息公开法规、创新政府业绩考核、鼓励公民参与等。
An important part of government investment regulation is to improve transparency, mobilize social forces and strengthen external oversight. The transparency of government investment can be portrayed in three dimensions: transparency of investment decision-making, transparency of implementation and transparency of supervision. Relevant departments should disclose to the public the key information for understanding the whole process of government investment projects. The construction of an index system for evaluating the transparency of government investment facilitates the disclosure of information of government investment projects by relevant departments. In addition, fostering a good institutional environment is also a key factor in improving the transparency of government investment, such as improving laws and regulations on government investment information disclosure, innovating the performance evaluation of the government, and encouraging citizen participation.
