目的:测算武汉市乡镇卫生院的技术效率并对其进行分析,为提高乡镇卫生院的技术效率提供改进措施及政策建议。方法:数据来源于湖北省卫生计生委,选取武汉市32家乡镇卫生院为研究对象。采用R3.2.1软件对乡镇卫生院进行Bootstrap-DEA效率值测算。结果:Bootstrap-DEA纠偏前,武汉市32家乡镇卫生院的平均效率值为0.838,纠偏后,平均效率值仅为0.712;最大效率值为0.875,最小效率值为0.319,差值为0.556。将纠偏后的效率值分为5层,18家(56.25%)乡镇卫生院处于良好组,10家乡镇卫生院处于特差组(31.25%)。新洲区、蔡甸区和黄陂区的乡镇卫生院效率值相对较高,东西湖区、江夏区和汉南区的乡镇卫生院效率值相对较低。结论:武汉市乡镇卫生院技术效率整体偏低,且效率值两级分化现象明显。建议政府进一步优化资源配置,引导开展第三方绩效评价,促进乡镇卫生院技术效率的持续改善。
OBJECTIVE: To estimate the technical efficiency of township hospitals in Wuhan and to analyze them, and to provide improvement measures and policy recommendations for improving the technical efficiency of township hospitals. Methods: The data were collected from Health and Family Planning Commission of Hubei Province. 32 township health centers in Wuhan were selected as research objects. Using R3.2.1 software to conduct Bootstrap-DEA efficiency calculation of township hospitals. Results: Before the Bootstrap-DEA correction, the average efficiency of 32 township hospitals in Wuhan was 0.838. After rectification, the average efficiency was only 0.712. The maximum efficiency was 0.875, the minimum efficiency was 0.319, and the difference was 0.556. The corrected efficiency was divided into five levels, 18 (56.25%) township hospitals in the good group, 10 township hospitals in the special group (31.25%). The efficiency values of township hospitals in Xinzhou, Caidian and Huangpi are relatively high, and the efficiency values of township hospitals in Dongxihu, Jiangxia and Hannan are relatively low. Conclusion: The technical efficiency of township hospitals in Wuhan is low as a whole, and the differentiation of efficiency values is obvious. It is suggested that the government further optimize the allocation of resources and guide the performance evaluation of third parties to promote the continual improvement of technical efficiency of township hospitals.
