2003年2月27日,全国高等教育自学考试指导委员会(以下简称自考委)发出通知,要求在高等教育自学考试“两课”教育考试中贯彻党的十六大精神,把十六大精神和“三个代表”重要思想纳入课题内容,通过自学考试这种教育形式,促进自学考试者自觉学习党的十六大精神,从而把思想和行动统一到十六大精神上来。
