近十年来,英格兰政府对“学习账户”制度进行了不断的改革和完善,其发展历程经历了“个人学习账户”制度、“成人学习账户”制度和“技能账户”制度三个阶段。“学习账户”制度在投资方式上,推行多元化的投资模式;在技能导向上,实施以市场需求为驱动的技能培训模式;在投资对象上,更多地面向社会弱势群体;在学习方式上,实行个性化的自主学习;在教育理念上,实行职业教育性质的终身教育。这些特点对我们不无启示。
