《年鉴》作为一种严谨、科学的综合性资料工具书,具有记录史实、资政参考和传承文化的作用,而年鉴的“框架设计”是续修《志书》的重要源泉。续修第二轮《铁路志》,是在前志的基础上继续编纂新一轮的《志书》。而资料是《志书》的基础,搜集和积累资料工作是《志书》续修的基础性工作。如果在《年鉴》编纂中树立“为续修《志书》搜集和积累年度资料”的意识,突出时代特点、年度特点、工作特点,搞好《年鉴》的框架设计,将成为编史修志资料的重要来源,在第二轮《志书.编纂工作中,必将收到事半功倍的效果。
