随着国企改革力度不断加大和产业结构调整,长期积存的企业富余人员在加速排放,由此形成了中国现阶段特有的失业现象——下岗待工。以山东省日照市为例,全市292家国有、县及县以上集体企业中,截至到2000年底,实际离岗职工就有15467人,占被调查企业职工总数的26.8%。其中,已进入企业再就业服务中心的1496人,停薪留职的13531人,自动离职的1258人,其他情况离岗的11360人、分别占离岗人员总数的3.7%、8.7%、8.2%和73.4%。
With the continuous reform of the state-owned enterprises and the adjustment of the industrial structure, the excess of long-term stockpiles of enterprises is accelerating emissions, thus forming a unique phenomenon of unemployment in China at this stage - laid-off workers. Taking Rizhao, Shandong Province as an example, among the 292 state-owned, county and above-listed collective enterprises in the city, there were 15,467 employees who actually left their posts by the end of 2000, accounting for 26.8% of the total number of employees in the enterprises surveyed. Among them, 1496 people who have entered the enterprise reemployment service center, 13531 people who leave without pay, 1258 people who leave automatically, and 11,360 people who leave their posts in other cases, accounting for 3.7%, 8.7% and 8.2% of the total number of staff leaving work respectively 73.4%.
