互联网的出现,被誉为20世纪最伟大的发明,它彻底改变了人们传统的生活方式,对现代社会产生了巨大的影响。为了充分了解和掌握文化网站的现状和存在的问题,规范、引导互联网向着进步、健康、有益的方向发展,1999年11月至2000年6月文化部开展了中国文化网站调查评估活动,对全国文化网站发展状况进行了全面的调查。调查发现,中国互联网产业近几年来获得了极大发展,但随之而来的负面效应也开始显现:网上虚假信息屡见不鲜,不健康内容日渐增多;一些虚拟社区语言粗俗、格调低下;有的网站炒作过度,广告用语亟待净化;网上聊天交友不负责任以及网络弥漫的颓废、消极、缺乏诚信的情绪已经引发社会问题,在社会上造成了消极影响,损害了网络的健康发展。特别需要引起重视的是,这些消极面对在电脑网络环境中成长的青少年产生了非常严重的影响。针对调查评估中发现的问题,文化部提出了“网络文明工程”方案。这一倡议得到团中央、广电总局、全国学联、国家信息化推进工
The advent of the Internet, hailed as the greatest invention of the 20th century, has revolutionized people’s traditional ways of life and has had a huge impact on modern society. In order to fully understand and grasp the status quo and existing problems of cultural websites, standardize and guide the development of the Internet in the direction of progress, health and benefit, the Ministry of Culture conducted the investigation and evaluation of Chinese cultural websites from November 1999 to June 2000, Cultural site development conducted a comprehensive survey.
