最高人民检察院《2009—2012年基层人民检察院建设规划》提出基层检察院建设“执法规范化、队伍专业化、管理科学化、保障现代化”的工作方向;在《“十二五”时期检察工作发展规划纲要》中,高检院再次对加强检察管理规律研究、提高检察管理科学化水平等提出相关要求。笔者认为,“四化”建设不仅对基层检察院,对其他各级检察院建设同样具有指导意义,而管理科学化在其中起着提纲挈领的作用,应是“四化”建设的重中之重。
