1998年,市委、市政府为深入贯彻落实党的十五届三中全会精神,在市委八届二次全会上通过了《关于加强农业和农村工作意见》,把推动乡镇企业二次创业做为促进郊区二、三产业发展和保证郊区经济稳定增长的一项战略措施提出。二次创业是今后一段时期郊区乡镇企业改革和发展的战略选择,它与一次创业相比较有着本质的不同,对此,我们进行了调查与研究,并对实现二次创业的思路、对策进行了初步的探讨。
