俄罗斯政府在推动节能立法工作的同时,还参与制定有关行业和技术的新标准。酝酿中的措施包括对家电产品强制标注节能等级,对节能设备实行折旧优惠,对节能项目部分返还贷款利息以及实行税收优惠等。所有节能标准将在2010年1月1日起实施。同时,俄罗斯政府还积极争取外国金融机构的支持,促进俄罗斯节能计划,该计划主要面向俄罗斯大中型集团,旨在提高能源使用率的项目。
The Russian government, while promoting energy-saving legislation, is also involved in setting new standards in the industry and technology. The brewing measures include mandatory labeling of energy-saving appliances on the level of products, energy-saving equipment, the implementation of depreciation concessions, part of the energy-saving projects to return interest on loans and the implementation of tax incentives. All energy efficiency standards will come into effect on January 1, 2010. In the meantime, the Russian government also actively supports the support of foreign financial institutions to promote the Russian energy conservation plan, which is mainly aimed at Russia’s large and medium-sized groups to improve energy efficiency projects.
