教育公平是国家教育的基本政策,也是社会公平的基础。使每个适龄儿童都享有均等的受教育权是社会现实的需要,是素质教育的要求,更是提高全民素质的必由之路。而促进教育公平必然要统筹城乡教育发展,实现城乡基础教育均衡发展。由于长期以来受城乡二元结构的影响,贵州农村教育发展严重滞后,问题很多,绥阳县就是一个典型的例子,城区学校和北部农村乡镇在学校综合实力、管理方法、师资力量、教学质量等方面上差距较大,这一现状严重制约了我县教育的均衡发展。具体体现为:
