一、落实科学发展观迫切需要推进行政体制改革改革开放以来,我国的行政体制发生了巨大的改变,为改革开放和社会主义现代化建设提供了强大的制度保障。同时也要看到,经过20多年的改革开放,我国政府生存和发展的经济基础、国际环境、社会条件发生了深刻变化,以人为本,全面可持续的科学发展观对行政体制改革提出了新要求。
First, the implementation of the scientific concept of development urgently needs to promote the reform of the administrative system Since the reform and opening up, China’s administrative system has undergone tremendous changes, providing a powerful institutional guarantee for the reform and opening up and socialist modernization.
