水土保持工作是国土整治上作中一项战略性的任务;是治理江河、造福子孙后代的一项根本大计;是山区建设的生命线.党中央、国务院十分关心这一工作,深谋远虑,作出了加强水土保持工作的一系列通知和决定.我省在这方面做了大量工作,特别是贯彻《水土保持工作条例》以来,取得一定成绩.韩江、北江上游地区是我省水土流失严重的地区,省委、省人大和省政府对整治这里的水土流失十分关心.今年五月省六届人大三次会议根据广大群众迫切要求,通过了“关于韩江上游水土流失区整治开发利用”和“关于防冶北江上游水土流失”两个议案.
Soil and water conservation work is a strategic task in land consolidation and remediation; it is a fundamental plan for governing the rivers and benefiting future generations; it is the lifeline for the construction of mountain areas. The CPC Central Committee and the State Council are very concerned about this work and have made foresighted and strengthened Soil and Water Conservation work a series of notice and decision.Our province has done a lot of work in this regard, especially since the implementation of “Soil and Water Conservation Working Regulations” has made some achievements.Hanjiang, the upper reaches of the North River is a serious soil erosion in our province, The provincial party committee, the provincial people’s congress and the provincial government are very concerned about remediation of soil and water loss here. In May this year, the Third Session of the Sixth National People’s Congress in accordance with the urgent request of the masses, adopted “on the Hanjiang River upstream soil erosion area development and utilization” and “ Soil erosion in the upper reaches of the Beijiang River ”two proposals.
