社会组织的快速发展是我国当前经济社会发展水平和阶段性特征的重要反映,而对社会组织的管理却呈现一定的混乱和滞后,社会组织管理体制改革迫在眉睫。党的十八大报告也明确要求:“加快形成政社分开、权责明确、依法自治的现代社会组织体制”。近年来,北京、深圳、上海等地方政府进行了一些社会组织管理体制改革的尝试,典型的做法包括两类,一是以北京市为代表的“枢纽型”工作体系,二是以深圳为代表的社会组织直接登记。
