在以往土地利用线性规划方法基础上，把综合治理措施数量化后列入约束方程，同时把每级沟道谷坊工程（谷坊坝系）看为一处整体工程，进行整数规划。该法突破了以往仅为土地利用结构优化、人为布置措施的局面，实现了小流域综合治理规划结果整体优化。整数规划方法的引入，保证了谷坊措施的规划结果，各级坝系自成体系，互相配合，联合运用，使小流域综合治理生物措施和工程措施由人为的结合发展到科学有机的结合。
Based on the linear programming method of land utilization in the past, the comprehensive treatment measures are quantified and then included in the constraint equation.
