举凡一项重大建设项目,从立项到批准总有一套程序,如提交项目建议书、可行性报告、初步设计、扩展设计等,中间也必要召开多次会议,像可行性报告论证等等。既然申报立项,当然希望项目得到批准,在这种心理支配下,我们的许多“可行性报告”就似乎不那么可行了。他们老老实实遵循着一种古训:“君子成人之美,不成之恶”,花好稻好,只从好的角度,只从可行的角度来看问题,回避不可行的因素。可行性报告表现出的地方属性和部门属性也是显而易见
As for a major construction project, there must always be a set of procedures from project approval to approval. For example, submitting project proposals, feasibility reports, preliminary design, and design extensions, there are many meetings in the middle such as the feasibility report demonstration and so on. Since we have declared the project, of course, we hope that the project will be approved. Under such psychological control, many of our “feasibility reports” seem not feasible. They honestly followed an old saying: “The beauty of an adult man is an evil” and spend good rice. From a good point of view, we can only look at the problem from a feasible perspective and avoid the unfeasible factor. The feasibility and departmental attributes shown in the feasibility report are also obvious
