标杆管理是通过规范且连续的比较分析,帮助企业寻找、确认、跟踪、学习并超越自己的竞争对手。本文描述了典型钢铁企业生产特点,创新性运用标杆瞄准方法及管理思想,建立起以工艺能力、操作能力、处置能力和标志性作业——“三能一标”为关键要素的员工能力模型,并围绕工厂发展战略,依据作钢铁生产作业经验,从不同层级员工能力模型各要素的标志性内容分析,从而为员工能力定位提供标准,为员工学习培训提供目标,给出了标杆管理的实践效果。
