据《研究与技术管理》杂志报道,美国R&D领导人思考着八月里被美国科学促进会称作“二战后对R&D机构经费最重大的全面削减”这一举措的含义。同时,经合组织汇集的最新统计数字显示出R&D经费的削减并不只限于美国。最近出版的经合组织双年刊《主要科学与技术指数》表明,经合组织成员国从八十年代末开始的降低R&D经费水平的行动近来更加强化。 根据这份报告,自1991年以来,经合组织25个成员国中绝大多数的R&D经费都在下降,无论是就其绝对金额或是在国民生产总值中所占相对比例来说都是如此。这一现象在那些R&D密集型国家中更为突出。
According to the report of Research and Technology Management, US R & D leaders think about what the American Association for the Advancement of Science called in August the measure of “the most significant overall reduction in R & D spending after World War II”. In the meantime, the latest statistics compiled by the OECD show that cuts in R & D spending are not limited to the United States. The recently published OECD Biennial Major Science and Technology Index shows that the OECD member countries’ efforts to reduce R & D funding levels since the late 1980s have been strengthened recently. According to the report, the vast majority of OECD member countries in R & D spending have been declining since 1991, both in terms of their absolute amounts or relative proportions of GNP in this way. This phenomenon is more prominent in those R & D intensive countries.
