经济进入新常态后,我国制造业依旧呈现疲软状态。在“供给侧”改革的背景下,如何提高制造业生产效率,破除制造业的发展困境,成为当前中国制造业转型升级亟须解决的问题。本文以“城市群”为空间研究范畴,构建了产业协同集聚与制造业生产效率间的动态面板回归模型,并利用我国22个城市群2003—2011年的相关数据,检验了城市群范围内生产性服务业与制造业协同集聚对制造业生产效率的影响及作用机制。主要研究结论显示:(1)面向城市群的生产性服务业和制造业协同集聚,对制造业全要素生产率变化产生了正向影响;(2)技术进步而非技术效率的改进,是面向城市群的生产性服务业与制造业协同集聚提升制造业全要素生产率的主要途径;(3)制造业与生产性服务业协同集聚对不同城市群的影响是不同的。因此,本文认为,加强城市群(特别是中西部地区城市群)的基础设施建设、空间结构调整以及地方政府间的协调与合作,推动城市群生产性服务业与制造业的协同发展;提高科技创新水平,促进生产性服务业的发展;改善制造业企业组织管理效率,提高企业自身的技术效率等,是提升当前中国制造业效率的有效途径。此外,鉴于不同城市群内产业协同集聚所带来的影响是不同的,拥有较多技术先进企业的城市群,应注重制造业与生产性服务业的协同发展;而拥有较多技术落后企业的城市群,应更加注重产业的专业化发展。
After the economy entered a new normal, the manufacturing industry in our country still showed a weak state. Under the “supply side ” reform background, how to improve manufacturing production efficiency and get rid of the development dilemma of manufacturing industry has become an urgent problem to be solved in the current transformation and upgrading of China’s manufacturing industry. In this paper, a dynamic panel regression model of industrial cluster and manufacturing production efficiency is constructed by using “urban agglomeration” as a spatial research area. Based on the data of 22 urban agglomerations in China from 2003 to 2011, The Influence and Mechanism of Collaborative Agglomeration of Producer Services and Manufacturing on Manufacturing Productivity. The main conclusions of the study are as follows: (1) Productive service industry and manufacturing synergy agglomeration oriented to urban agglomeration have a positive impact on the change of total factor productivity of manufacturing industry. (2) The improvement of technology rather than the improvement of technical efficiency, (3) The synergistic agglomeration of manufacturing and producer services has different impacts on different urban agglomerations. Therefore, this paper argues that strengthening infrastructure construction, spatial structure adjustment and coordination and cooperation among urban agglomerations (especially urban agglomerations in central and western regions) and promoting coordinated development of productive services and manufacturing industries in urban agglomerations; improving technology Level innovation to promote the development of producer services; improve the efficiency of organization and management of manufacturing enterprises and improve the technical efficiency of enterprises themselves, which is an effective way to enhance the efficiency of China’s manufacturing industry. In addition, given the different impacts brought about by industrial synergies in different urban agglomerations, urban agglomerations with more technologically advanced enterprises should focus on the synergetic development of manufacturing and producer services, while those with more technologically backward enterprises City groups should pay more attention to the professional development of the industry.
