手表定律是管理学的重要定律,反映的是企业不能同时采用两种不同的管理方法,不能同时设置两个不同的目标,否则将使这个企业无所适从。但是该定律同样适用于政府行政部门,政府同样存在双重乃至多重价值的选择的情况,造成了行政管理中的政出多门、政令不一等问题。手表定律反映的问题对政府部门工作产生了很大的影响,它不仅降低了工作效率,而且造成了大量的人力资源的浪费,特别是对我国的大部制改革有着极其重要的理论价值。本文中我们将通过实例的方式一方面讨论手表定律及其所反映出来的组织中的问题,另一方面寻求规避手表定律问题的方式方法。
Watch law is an important law of management, reflects the enterprise can not simultaneously use two different management methods, can not set two different goals at the same time, otherwise it will make this business know what to do.
