从法经济学的角度,论述了宅基地使用权存在的问题:包括宅基地单独买卖问题、法律滞后、城乡二元分割等方面。阐述了农村宅基地流转的迫切性;提出了农村宅基地流转制度之完善的具体措施,包括扩大转让主体的范畴,建立宅基期限制度和地闲置收回制度,加强立法力度,建立完善的转让规范程序,完善农村宅基地使用权的立法体系,建立规范、有序的农村宅基地市场等。
