我国森林少、分布不均,生态环境整体恶化并对国民经济发展形成制约的事实表明:林业的发展与生态环境建设、实现国民经济可持续发展的要求不相适应。实施可持续发展战略,必须把林业置于基础产业的重要地位。林业已经完全超出大农业的范畴,并逐步形成一个独具特色的产业。现阶段林业发展必须选择多种所有制形式,实行多元目标。
The fact that less forests in our country are distributed unevenly, the overall deterioration of the ecological environment and the restriction on the development of the national economy shows that the development of forestry does not meet the requirements of the ecological environment construction and the realization of sustainable development of the national economy. To implement the strategy of sustainable development, forestry must be placed in an important position in the basic industries. Forestry has completely exceeded the scope of large-scale agriculture, and gradually formed a unique industry. At this stage, forestry development must choose a variety of forms of ownership, the implementation of multiple objectives.
