1.什么是投资措施? 投资措施是一国(地区)对外来投资实施管理的具体办法。国际投资活动由来已久,但只是在二次大战后,特别是60年代之后才真正得到飞速发展。战后初期,许多国家(地区)为了恢复和发展经济十分需要外来投资,当时迫于政治和经济的双重压力,对外来投资一般均采取自由放任的政策。进入60年代,资本输出国越来越多,资本输出额也在飞速增加,而资本输入国在政策上则以更为积极主动的措施来代替原来放任的政策,开始注重利用外国投资来提高国内的投资水平,改善投资结构,维持充分就业和刺激经济增长。70年代以后,一方面由于越来越多的国家和地区开始了经济现代化的进程,对外来投资的需求急剧增长,再加上贸易壁垒的加强和跨国公司势力的扩大,因此国际投资的规模与日俱增,投资的形式也日趋复杂。国际投资活动对各国(地区)的经济所产生的影响
