冷战后的日本海洋战略,经历了从“海洋国家论”到“新的海洋立国”战略的确立过程。近年来日本的海洋战略呈现出海洋意识更加强烈,海洋认识更加多元,海洋观念更加外向,海洋战略日益清晰,海洋法律逐步健全,海洋管理体制更趋完备,海洋涉外活动更加积极,海洋战略规划更加具体,海洋权益争夺更趋强势的基本趋向。同时也出现了通过构建新型日美同盟关系来强化同美国全球战略的一致性和互补性、扩大管辖海域来巩固海洋大国地位并拓展国家发展空间、调整防范对象并构建与其大国战略相适应的海上武装力量、通过强化海洋的综合开发利用来为日本经济发展提供资源支撑等新动向。
