“职业资格证书”制度是国家劳动和社会保障部制定的中国职业培训基本政策。规定要求从事技术工种的劳动者就业上岗前必须培训,其他岗位的劳动者在就业上岗前接受必要的培训。对职业学校和各类职业培训机构毕业生实行“双证书”制度;对企业推行“培训、考核、使用与工资分配相结合”的原则。实行初、中、高三个技术等级制和技师、高级技师技术职务聘任制。职业培训经费的筹措实行由政府财政拨款、企事业单位自筹以及使用贷款、收缴学费、培训实体创收、社会资助、接受捐赠等多渠道、多形式筹集。国家规定企业职工的培训经费要达到工资总额的1.5%。在各地政府支付的就业经费和建立的失业保险基金中,也规定划出一定比例用于失业人员的岗前培训和就业训练。
