This article views public values as a public management tool that can replace traditional public tools or new public management tools. China’s deliberate attempt to establish public values on the border between the public and the private is a very clear and intuitive example. Examining this issue through the civil servant recruitment exams and examinees’ perspectives, we propose a “public” cultural path to these exams to understand the public-private boundaries of the values that these exams convey and their role in public administration The role of the field.
