从总体上说,2009年的改革的确是按照已有的规划进行的,但实施的轻重缓急,却不是事先能规划好的,它取决于决策者与各社会阶层、利益集团之间的互动状况。面对2009年复杂的国家治理形势,执政党努力加强自身执政能力,推动了一系列改革和制度建设:(1)党内民主建设,以党内民主带动人民民主;(2)转变发展方式,建设市场经济下的公共服务型政府;(3)干部人事改革,保障科学发展实现;(4)加强廉政监督和反腐败工作;(5)地方行政改革,释放地方经济社会活力;(6)区域规划新布局形成,促进共同富裕;(7)司法改革:在争议中探索实现正义的路径。
