普适性话语和特色性话语是少数民族高等职业教育发展必须面对的双重话语体系。普适性话语通过跨越式发展、均衡发展、趋同模式等形式规制少数民族高等职业教育的行动,特色性话语则以外部环境和内部要素的特殊性影响少数民族高等职业教育的发展路径。少数民族高等职业教育的发展应以提高质量为目标,关注发展的时空性、复杂性,在双重语境中寻找行动坐标
Universal discourse and characteristic discourse are the dual discourse systems that must be faced in the development of higher vocational education for ethnic minorities. Universal discourse regulates the action of higher vocational education of minority nationalities by means of leapfrog development, equilibrium development and convergence mode, while the discourse with characteristic features affects the development path of higher vocational education for ethnic minorities with the particularity of external environment and internal factors. The development of higher vocational education of ethnic minorities should aim at improving the quality, pay attention to the space-time nature and complexity of development, look for action coordinates in double context
