近年来,袭警事件频频发生,“强势”警察变为“弱势”群体。在当前形势下,即网络时代背景下,“袭警”的范围不断扩大,除了传统含义上用暴力对警察进行人身伤害外,还出现了在网络上进行谩骂、侮辱、诬告警察的行为,甚至在一些社交网络上,警民关系公开对立。《刑法修正案(九)》对妨害公务罪增加了“暴力袭击正在执行职务的人民警察的,依照妨害公务罪从重处罚”之规定,说明我国对袭警犯罪愈发重视。为了减少警察因暴力袭击导致伤亡及树立警察良好的形象与权威,除了运用传统的侦防手段,还需要通过网络进行侦防,两者结合方为上策。

In order to reduce the number of police injuries and deaths caused by violent attacks and to establish a good image and authority of the police, apart from the traditional means of detection and prevention, surveillance and defense through the Internet are also required.
