信息高速公路的概念始创于美国,巳经大约有10年了,但在1993年以前,它不过是一个技术上的说法而已。自从去年9月美国总统克林顿提出信息高速公路计划,并委托副总统戈尔全权负责并大造舆论,全美最具规模的大电信和软件公司一个接一个地宣布投巨资用于结盟和开辟此项工程以来,这一话题一下子变得不同凡响,世界各主要发达国家纷纷宣布或提出本国的信息高速公路规划或设想,甚至在一些第三世界国家也反响强烈。
